What does “mechanistic view of human behavior” mean?

I just finished reading Joan Didion’s essay “Los Angeles Notebook” on the Santa Ana winds. I’m not exactly sure what her view is on the winds but I know it’s negative and it reveals the mechanistic view of human behavior; however, I’m not quite sure what that means.
