Why do horses in California not need shelter of any kind?

We have 2 horses that live down the street from us that stand out in rain, frost, wind, Santa Ana winds, 100+ degree heat - all sorts of stuff. And the owners have them just in a paddock, no shade, no shelter, and never any exercise. How can that be legal??
